This is a hand sewn buckram mad hatter style top hat base. Its dimensions are: 5" tall, 5" across the crown, 9" diameter brim, and 3.5" opening. There is a wire in the brim edge. This is made to be covered with fabric. I believe you can also spray paint buckram, though I have never tried...
