This is a "Fabric Mosaic". Little pieces of black and teal green fabrics are secured to a backing fabric and a netting is placed over the top then it is quilted and a feathery piece of yarn has been tacked on top of the netting, with some strands escaping outside of the mat. The netting provides the "sparkle" you see in the photo. The black wood frame is included.

The other photo is a close up photo of the fabric and stitching.

It's titled "Peacock Feathers" because of the colors and the way the fun fur has floated outside the matted area.
